Three Huntsville Police Captains Promoted to Deputy Chief Rank

The Huntsville Police Department (HPD) promoted three captains to the rank of Deputy Chief on Friday, June 11. The three officers have more than 70 years combined law enforcement experience. Captain Charles Brooks was promoted to Deputy Chief of Operations Bureau, Captain DeWayne McCarver was promoted to Deputy Chief of Investigations Bureau and Captain Scott Hudson was promoted to Deputy Chief of Administrative Bureau.
As Huntsville experiences unprecedented growth, the new Deputy Chiefs will help the department perform more efficiently and increase both accountability and the collaboration of resources.
“These outstanding officers bring unique skillsets that are crucial to the vision and growth of our police team,” said Police Chief Mark McMurray. “For many years, Huntsville Police has been the department other law enforcement agencies look to for best practices. These Deputy Chiefs will help take us to the next level in public safety.”
Deputy Chief Brooks will oversee the department’s three precincts and Special Operations Division (SOD). Brooks most recently served as Commander for the North Precinct. He started his career with HPD in 1998 and worked as a patrol officer during his first 11 years on the force. In 2009, he was promoted to Sergeant and led various units that worked to stop crime and focus on community policing. As a Lieutenant for the department, Brooks served as the Traffic Services Commander for SOD, supervising various units, including DUI and School Resource Officers. Brooks is a former member and tactical commander of HPD SWAT. Brooks holds bachelor’s and master’s degrees in criminal justice.
Deputy Chief McCarver will supervise the Criminal Investigations Division, North Alabama HIDTA Drug Task Force (NADTF), Anti-Crime Team and North Alabama Multi-Agency Crime Center. McCarver began his career with the department in 1995 where he served 10 years as a patrol officer working to stop illegal activity in high-crime areas. In 2006, he was promoted to Sergeant and supervised patrol officers before becoming the Commander of NADTF. Under McCarver’s command, the unit dismantled more than 100 drug trafficking organizations and seized more than $1 million in drug proceeds and hundreds of millions of dollars in drugs. Serving as a Captain since 2015, McCarver was the commander of the South Precinct, the Police Academy, and most recently the Criminal investigations Division. McCarver holds a bachelor’s degree in criminal justice and a master’s degree in justice and public safety. McCarver graduated from the FBI National Academy in 2020.
Deputy Chief Hudson will oversee the Support Services Division that includes records, fleet, evidence and other civilian positions. Hudson joined the department in 1998 as a lateral transfer from the Montgomery Police Department. He has worked in all three precincts in the Huntsville Police Department, spent five years as a K-9 officer and served as Administrative Division Lieutenant and Captain. He was the commander of the Administrative Division until fall 2020 when he became the South Precinct Commander. Hudson earned a bachelor’s degree in criminal justice with a minor in psychology and is currently working on his master’s degree. He was accepted into the FBI National Academy for the spring 2022 session.
The new Deputy Chiefs join Deputy Chief Kirk Giles who is transitioning into the role of Executive Officer in the department.
The department has more than 700 sworn and civilian personnel who work to keep the community safe. With the continued growth, the Deputy Chiefs will help the divisions perform more efficiently and increase both accountability and collaboration of resources.
