City Council – Meeting Highlights from March 22, 2018

Infrastructure and Roads
Council voted to approve a $7,560,203.21 contract with Reed Contracting Services to proceed with the Weatherly Road Extension. This new roadway, to include a pedestrian greenway, will continue Haysland Road from Grissom High School to South Memorial Parkway. See City Blog for more information.
Authorized a contract to release $1.2 million in funds (the City’s 20 percent share of a $12 million road project) to the Alabama Department of Transportation. ALDOT is ready begin work on Phase 4 to five-lane Martin Road between Old Jim Williams and Zierdt Road.
Approved a $4 million contract with Reed Contracting Services for road resurfacing projects across the City. View a list of roads scheduled for repaving on the City’s Streets webpage.
Johnson & Associates Consulting Engineers were retained to provide engineering services for a streetscape design to accompany a new development on the southeast corner of Holmes Avenue and Spragins Street. Cost is $20,640.
Parks & Recreation
Council authorized the City to hire Woodward Construction & Design to build four new soccer fields at the Merrimack Soccer complex on Drake Avenue. The cost is $4,960,000. Phase 2, to be bid at a later date, will add five more fields. When complete the soccer complex will have 19 playing fields – a mix of full size and under 12 – for soccer, lacrosse and other field sports. See City Blog for more information.
Planning and Community Development
Council authorized the City’s participant in a grant application for $12,000 in funding to support a historical survey of the Edmonton Heights community. The application will be jointly submitted by the Alabama Historical Commission, City of Huntsville, and neighbors of Edmonton Heights. If approved, the funds will support the technical work for the community to earn recognition on the National Historic Register.
The City will use $67,900 of its HOME funds for Habitat of Humanity of Madison County to build affordable housing at 6016 Carmel Drive. The City’s contribution will be $45,000. Private donations will provide the balance.
Council approved the Planning Department’s request to amend the language for special exceptions in the Zoning Ordinance for special retailers including banquet halls and cultural venues.
Board Appointments
Betty Gaylor and Barbara Fleming were reappointed to the Community Development Citizens Advisory Council by Councilmember Bill Kling. Terms will expire in April 2021.
Stuart Maples was reappointed to the Huntsville-Madison County Mental Health Board by Councilmember Kling. His term will expire in April 2024.
Dr. Donald Ross was reappointed to the Medical Clinic Board of the City of Huntsville – 1966 by Councilmember Kling for a term to expire in March 2024.
Robert Griffin was appointed to his first term on the Air Pollution Control Board by Mayor Tommy Battle for a term to expire in April 2020. He replaces board member David Bowdle.
